I mass email works for emails sent to user A and does not appear to work for emails sent to user B, then something outside Joomla is causing this.

What email server settings are you using in Joomla?
Try switching to a different mode (e.g., PHP Mail) in your Global Configuration -> Server area of Joomla and retest.

If you can send to Internal email addresses (this means email addresses with the same domain as your website), but not External email addresses then it's a problem with your hosts mail server. They need to check their mail server logs and see why outbound emails are being rejected for email addresses with external domains (for example try sending to an @yahoo.com then check logs).

Regarding mass mail, let me ask this. I have 2 current users. Administrator and user. I choose to send a test mass mail and i get a message that one user received a message. When i go to my e-mail i see that i get an e-mail from info@mywebsite.com to info@website.com. Is this correct?Maybe i somehow have configured an option that the mass mail will appear as from mywebsite mail to my website mail without showing the receiver's mails?

Also, if i try to send an e-mail to info@mywebsite.com from other account (i.e. gmail) or send from info@mywebsite.com to another account (i.e. gmail) then the e-mails are sent and received just fine. So the problem is inside joomla. I have tried changing mail parameters from PHP Mail to SMTP or other options and still the same.

My problem is that this happened all of sudden and the only thing that i was changing is cb parameters (fields, tabs, new components etc).

Maybe i disabled or uninstalled something from cb by accident and i get all this trouble?

Mass Mailer always sends from the site. It does not send from the admin user. You should also be using CBs Mass Mailer within CB > User Management instead of Joomlas. The From Name and Address for Mass Mailer is also configured within Joomlas global configuration. Cbs may use CB > Configuration > Registration > From Name and Address, but I can't recall exactly.

Ok.

I just used cb mass mail. I have 2 users (admin and a user) and i received test mail from cb mass mail to both users.

So, what is the next move to solve this?
