All database column fields should have utf8_general_ci collations.

You obviouslay do not have these

Changing collations doesn't fix already stored data. You need to fix those manually. It's best to just use plain English language keys then translate the keys though so you don't have to deal with collation problems.

thank you for replay
i dont have stored data , i change collations , and make a new filde i type the name in arabic ,i save ,and after refresh the questio mark back again .
just for now i try to type filde name in arabic , not to translate all language file

Maybe you missed some - please investigate all your tables using phpmyadmin.

If needed get someone to help you because your issue is 99.9% collation related.

all my database tables changed to utf8_general_ci , and when i back to try to make a new field with a arabic title , the question mark appear again
