We don't apply any non-UTF8 functions to those parameters. So your issue is entirely database storage related. I don't know what more to advise, sorry. Your database isn't setup for UTF8 or your server is having issues with UTF8 data. Contact your host and see if they can help ensure your database and server are setup for UTF8.
