community builder language error

i have community builder , i try to translate the lang file to arabic but every thing i type turn to question mark , even when i type the title of the field in arabic it turn to question mark.
please help me with that .

Question marks mean that your database collation is wrong.

what is the right database collation for arabic?

i made the change but the problem still the same ,even the title name in phpmyadmin appear like question mark,what i need is create CB filde with arabic title
