Yup - that will not work.

[PASSWORD] will only work just after the registration submit button, because after that the password is hashed and saved in the database and can no longer be clear-text retrieved.

Your process calls for registration saving and then admin approval.
When admin approves the account the password has already been hashed.

Please see my previous answer:

[PASSWORD] will only work just after the registration submit button, because after that the password is hashed and saved in the database and can no longer be clear-text retrieved.

If you do not activate Admin Approval/email confirmation needed then the welcome message which is now triggered right after the registration submit button is pressed and before the password is hashed will be able to substitute properly.

So once again, this substitution will only work (once) right after the registration form is submitted.
