I've implemented client side anti-aliasing (smoothing) for future CB Gallery 3.0.0 release to improve client side resizing. Since this release is mid-development this feature won't be available until then, which maybe awhile from now still. For now I recommend disabling client side resizing for your usecase and then having ImageMagick setup on your host for higher quality server side compression.

Have enabled ImageMagick. Here's a side by side comparison with GD on the left, ImageMagick on the right, no server side resizing in either case. ImageMagick is definitely better than GD, with fewer artifacts visible. Not quite as sharp as the original, but much better than where we started! Thanks for you help.
