Thought I'd share reply from template:
"The order of the viewport shouldn't matter, it is only required to be called within the head, which it is. The viewport is then used for the <body> which is called later, so it is only important to call it before the body, the order within the head shouldn't have an effect.
There is a second viewport option built into [framework] that essentially does the same thing that you have posted:
<meta name="viewport" content="initial-scale=1.0, maximum-scale=1.0, minimum-scale=1.0, user-scalable=no" />

He showed me where to change a setting to Prostar setting in a header.php file in the framework and that didn't work either.
Logged in user has undesired gallery modal view. Works fine for public user. This must be the biggest clue, can it be changed somehow with view access rights or usergroup.
Any other ideas or am I stuck with it?
