Session expired or cookies are not enabled for CB "Configuration" page only! Rest of CB works fine in Admin.

Something you have installed is messing up your Joomla sessions.

You can verify that it is not directly CB related by installing a new Joomla/CB instance in your same hosting environment (could be a subfolder) and seeing that most likely you will not be able to replicate the issue.
