For the one not being sent are you renewing the subscription? That email will only send if it's the first time subscribing to that plan. There's a separate email for renewals. Specifically "Manual Renewal Email" for non-recurring renewals and "Automatic Renewal Email" auto-recurring renewals. If you want the email to send for renewals you'll need to configure those as needed as well.
