Create a Community Builder > Plugin menu item to CB Paid Subscriptions plugin on a menutype that isn't displayed. Ensure it's public and published. Joomla could be grabbing the first pluginclass menu item resulting in an access check being done that isn't expected. Please also review each CB menu item and ensure they've valid types if you migrated from CB 1.x.
