I suppose to an extent. If you allow multiple recipients for private messages and you've configured email notifications for private messages that would effectively mass email them the private message. Backend of course has mass mailer within CB > User Management, but that's a admin tool and not meant for normal user use nor should regular users have access to your backend. Beyond that no we've no frontend mass mailer feature.
