I have a use case where I have an html page on same domain as my joomla site.
On that html page I provide user login form so that they can login to my joomla site.
This works good but I have noticed that value for cbsecuritym3 keeps getting changed every day leading to my form breaking every day.

Looking for any guidance around best way to achieve this use case in same domain

CB will not allow you to do that as it's called spoofing. CB only allows forms to submit that CB generated. You can have a page in Joomla that's just the CB login module if necessary by using a menu item to CBs login page then assigning a template to that menu item that doesn't have any module positions or uses different module positions than your default template. Alternatively you can create a Joomla menu item with External menutype then use the below URL.

index.php?option=com_comprofiler&view=login&tmpl=component

That'll render just the login page and nothing else.

Thanks for prompt reply I understand.

Is there a workaround to allow spoofing from page on same domain by whitelisting some url path
Again in my case home page/landing page for my site is pure HTML page and I want to provide a cb login form on that page for seamless experience

No.

Do that within Joomla. I've no idea why you're trying to use an external page for that.
