We're with 1&1 also. Glad you managed to get some kind of answer out of them, they were useless when I tried. I hate it when they change something and don't let you know. Let us know if you crack it!

This is a bit of a revolting development. Response back from 1and1 tech:

Unfortunately, the settings for mod_security using .htaccess or php.ini file can not be changed. The only way to change those settings is through httpd.conf configuration file.
This can not be done on a Shared Hosting Package, because will affect all customers sharing the same host.
We are working with the developers to find a way to tone down some security configuration to a more acceptable level for all Shared Hosting packages.
For now the only way is to modify the GET/POST request on the PHP file involved.


They did offer this thought:

Another way is to put a GET request in between the request that uses POST.
This way you are allowed to POST again without waiting for another 10 seconds.


Unfortunately it's both getting out of my depth and holding up other work so I've got to back burner this problem for a few days. If anyone has ideas, I'm open to suggestions.

Thanks for the update. I'm seriously considering moving from 1&1, too much down time and security hoops to jump though. And the MS Exchange is abysmal, least once a week it's down so business stops that day.

Same here, too out of my depth. Guess just have to live with the fact we'll never get those 10 seconds of our lives back while editing users!

Wow, what an awful configuration.

Suggestion - move away from this hosting company.
