User Registration (backend) - Welcome Email

Hi,
I know it's possible with CB Juice (via an option to not send a welcome email to imported users), but is there a way to turn off the welcome email that is generated for new users when creating them in the back-end of the site (or if also the front-end needs to be effected, that's fine too). Only way I can think of is to first create the user in backend using a fake email address. Then edit and place the right one.
