Why cant my users get a profile picture?

Why cant my users get a profile picture?
I tried making a new user at my community system and there I cant upload my picture automaticly. I get this when I upload a picture;

Do I have to accept EVERY single users profile picture? And if yes, where do I do that?

Picture has been uploaded but waiting moderator approval.

Please read installation guide and install the workflows module.
You should see (viewing as a frontend admin) all items pending approval.
