1) Yes, with the Public Frontend feature (its a Premium Plugin).
2) Don't understand your question. You can choose between Realname und Username only.
3) Please check the README. There are some options available.

The Public Frontend provides a captcha protected Mail-Frontend which is used to write PMs to registered users. There is no message quota configurable.
