Where can I look to let my system send a PM?

Hi guys,
Could someone point me in the right direction? I'd like to know how I could write a plugin (or something) so my website will send a PM to a user.
ie:
Let's say user A creates a directory. User B browses to an upload box & uploads an image to that directory. (all this is already created). When the image is uploaded, I want to send a PM to user A that say:
"An image has been uploaded to your directory..." I don't need any variables like usernames or anything, just a static system message.

So, can anyone show me where to start looking? Is there a php command line, do I place the text into an SQL table? I've checked the FAQ, readme's & this forum, but can't find what I'm looking for.

When you have checked the FAQ then you have read the last chapter which describes how to create a system message.
