No, you can use BB codes only because of security reasons.

Where can this be manually removed from the code? Im running uddeIM as a strict privilege of membership within my site so security isnt an issue, retaining HTML in the PMS is.

Sure, you have to remove all strip_tag() functions and you have to modify the bbparser.php.

Be careful: I do not support modifications. Allowing HTML tags may introduce security risks usually (usually xss vulnerabilities).
