Settings not saved in the backend

Hi maybe it's mine fault..cause it worked, but now any settings in admin saved... default country, city, cache...and other stuff - i change it but it doesn't save... config.php are writable..

As i see in DB -it have settings, but admin interface doesn't reflect them..

and now it even doesn't write settings to DB...what it can be? i modified some template files but not admin.... Php training | Pega training

btw uddeIm settings are saved in a php file. The database contains a backup in case you have to update the component.
