Send a welcome message to new members was created by vue

Hi,

Is it possible to send a welcome message to any new members?
I'm using the notifier module which is inside the top nav menu on my site.
It would cool if a new member logs in for the first time and sees they have 1 new message.

The CB AutoWelcome plugin (commercial) does this and integrates nicely with uddeIM.
