Registered User - Cannot see all users when creating list

Registered User - Cannot see all users when creating list was created by Jacob
A registered user can create a list, however no users are displayed.

Anyone know how to correct this?

Do you use Joomla standard groups or do you use own groups?

Strange, I cannot reproduce the problem on my test system.
Which Joomla version do you use?
