Problem with Vietnamese characters was created by tnmdesign

Hi all,

I set Used charset, Used mail charset and Language file character set to UTF-8 but the input text in Vietnamese has problem like this: ?ã ???c ch?a h? mày? Even through other Vietnamese menus of uddeIP display correctly.
Could you please help!
