Autocomplete shows excluded users was created by fabricebaro
Autocomplete shows users even if their IDs are listed in the filed above in "Hide users from userlist". I don't believe it's deliberate.

That sounds like a bug. Could you post it on the tracker on Joomlacode please? Since I am currently busy it might happen that I forget to fix it otherwise.
