popup notification default to yes for all users

I have read the FAQ, and searched through admin settings but I cant seem to find a easiest way to enable popup notification for all users,I have over 17K users and ussing user settings is almost not possible, loading 100 at a time? what about newly registered users what settings will they get?

Set the default for popup notifications in the backend. Users who will visit their inbox the first time will get this default setting.
