We allow a specific Group of users to create one group only. Is there a way to turn off the 'Search Groups...' search field for that menu item, while still showing the search field when All Grroups are displayed?

Yes, GJ includes a smart search indexer plugin so you could use Joomla's smart search if you like. You'll need to enable it in System > Manage > Plugins then run the smart search indexer.
