We have two subscriptions (Basic and Premium) and two corresponding User Groups. 
We want to permit only the Premium users to upload videos.
How can this be achieved?

With CB GroupJive Videos or with the CB Gallery integration? With the CB Gallery integration yes this is doable as CB Gallery has access permissions per media type. Since CB Gallery at the moment integrates with CB GroupJive using CB Auto Actions you'll need to first make a copy of the gallery system action. To do this navigate to CB Auto Actions > System Actions then edit "CB Groupjive - Gallery" and under Action > Gallery > Videos > Create set "Access" to the Joomla view access level you want to restrict video creation to. Once done click "Save as Copy". Note after saving this will create a copy in CB Auto Actions > Actions as system actions cannot be changed so be sure to unpublish the system action once you've done this or you'll have 2 galleries.

There's no way to limit CB GroupJive Videos uploads to specific usergroups. Its only restriction is whether someone is a member of the group or not. The CB Gallery integration with GJ will allow for this as explained above though.
