Multiple Moderators

Is it possible to assign a Senior Moderator and multiple junior-level Moderators? Please see scenario below.
A company has many locations and requires a unique group (community), plus a moderator, for each location. The corporate head office is required to have a Senior Moderator that can override , and manage all members and moderators. 

It's currently not possible to split up moderator permissions, but it is possible to have a moderator above other moderators using normal Joomla usergroup structures. Example as follows.

- Registered
- - Moderator
- - - Senior Moderator

In this case "Moderator" can't edit the profile of "Senior Moderator", but they're not really limited elsewhere. In CB 3.x all moderator access will be entirely moved to Joomla permissions where you'll be able to do more explicit permissions assignment.
