Administrators can go through the frontend payment process on a users behalf if they're logged in as an administrator, go to that users profile, then user their subscription tab to renew normally. Aside from that there's backend User Management. Can't really think of an easier process to be honest unless you've other ideas. The frontend process would at least let them verify with the customer that it's their account.
