Make photos commentable by non-connections was created by fioresns
Hello, lately I had a similiar issue, so I searched for a similiar fix but didn't find it.
I can comment photos only if I am connected with the owner. I guess there's a way to enable commenting to registered users, but I wasn't able to find the trigger...

Within CB Activity > Streams > Comments you can modify any of your comment streams to adjust their features. For profile gallery comments it's default restricted to connections. To turn that off edit the "CB Gallery - Profile" comment stream then under "Create" tab set "Connected Access" to "Disable".
