It's a problem with JCE and how it initializes its editor. They're doing so incorrectly for Joomla 4 and 5. They need to fix their editor plugin. They're using Joomla events exclusive to Joomla articles to initialize their editor so it doesn't initialize anywhere else properly because of that, which often fails for me on Joomla 5 in articles themselves.
Is there a reason you need JCE instead of TinyMCE? TinyMCE is basically the industry leading open source WYSIWYG editor.
