Ok, looks like migration already happened since that's not a migration error being thrown. Using phpmyadmin or whatever database management software your host provides navigate to the _comprofiler_plugin_activity_tags table and delete any rows with an activity_id of 0. The implemented fix should prevent this from happening for future install migrations, but won't be able to fix existing migrated.
