Hello, 

I need to provide the possibility for document download in my CB website.

Can I use CB Package Builder to do that?

If not, which document management plugin would you recomend?

You absolutely can use CB Package Builder for that. It was originally designed for bundling Joomla packages, but it no longer has to be used for that. Due to custom package types and the option to bundle as a zip file it can be used as a general download manager. It also comes default with a Documents package type. Additionally packages can be excluded from bundling entirely. See below where we're using it for our documentation downloading as well.

Integrates with CB and CBSubs seamlessly as well so there's a lot you can do with it like limiting downloads to subscribers, etc.. It also supports generating pages per download. For example the below is entirely built out by CB Package Builder.
