Interesting. I have carefully reviewed CB AntiSpam configuration - it's configured to use the captcha configured in the site General Configuration, which is hCaptcha. There are no specific "how-to" configuration instructions available in Documentation and the cb-200 Primer document is silent on the matter.That's a CB AntiSpam block. You've a block rule configured in CB AntiSpam that's blocking them. Review your CB AntiSpam configuration carefully.

Okay, thanks, Krileon. I harbor the thought that, since the Joomla 5 team removed the native ReCAPTCHA plugin, this may have something to do with the issue, but I'm probably incorrect. I have turned off Auto Block as you suggest.CB AntiSpam > Parameters > Registration > Auto Block...All of this is disabled by default so at some point it was turned on...
