It's a part of the MFA login functionality provided by Joomla. Not sure why Joomla enabled it by default though as it probably should be default disabled at least on upgrade installs. Specifically it's the "Multi-factor Authentication - Passkeys" plugin in System > Extensions > Plugins. You'll probably also want to unpublish "System - Passkey (Passwordless) Login".
