I have make a website in 3 Language Thaiconnecting.com
It it possible to make my own Thai Language file if I copy the default language file and translate this to Thai? and where should I add this file?

Here's an installable version of the English en-GB plugin converted to Thai. You should be example to extract it, translate it, then zip it, and install it or you can simply install it then navigate to the below location and begin translating in the various language files.

/components/com_comprofiler/plugin/language/th-th

I've also made a note to start a Thai language on Transifex so in the future we can provide a language plugin officially, but once started we'll need a language lead to translate it. It'll be awhile before I have time for this though and we're also looking at alternative platforms to move our language translations to so it's easier for everyone to contribute.
