The only reason for PHPMailer to switch the encoding to quoted-printable is if the email is too long, but your examples don't look long enough for that. This check is a simple preg_match. My guess is that REGEXP isn't working as expected in some situations. It's more complicated than just PHP version as again we've tested 8.0 and 8.1 working fine. We've also several other users here with it working fine.
However I don't see the need to investigate further right now when I have a pending MR with our PHPMailer completely removed from CB. Once released if issue persists we can look into this further to see what's causing this.

A new CB build release is now available that completely removes CBs PHPMailer. CB now entirely uses Joomla's mailer for emails.

OK, that fixed it. We updated to the latest CB release, then updated the site to PHP 8.1 and ran a Registration test. The hyperlinks were properly formulated in HTML emails both to the registrant and the webmaster, and all the other portions of the registration process (an additional email with several hyperlinks) worked perfectly.
