OK, turning SEO completely off causes it to work correctly. If I turn off only URL rewrite, it does not work correctly. I also tried just cycling SEO off and back on, but that didn't fix anything.
Do you have a Joomla menu item to CBs profile edit page with a user id supplied? If so remove the user id from that menu item and that should fix it.

Unfortunately, that link can't be edited, apparently, so I can't remove the &uid=Registered, if that's what you meant. Is there another place I can edit that link?
OK, I've Unpublished that CB Profile Edit menu item since we don't appear to be using it. That fixed the problem. The Profile Edit link on the Profile page still works fine. Both Moderators and Super Users can now edit all profiles.
