It depends on CB Articles. Ensure CB Articles in CB > Plugin Management is also published and public. Verify the activity was created in backend as well within CB Activity > Activity. It will have an asset of article.ARTICLE_ID if it created as it's possible it's just not displaying due to CB Articles dependency not being loaded.

Ok, was able to confirm it does not work on Joomla 4. Looks like some adjustments will need to be made to the system action. Have added a bug ticket for further investigation and fixing.
