The tooltip in the autoaction email form says "CB default" but that "CB default" is nowhere to be found.

It's the default mail settings that CB uses, which are whatever you configured in Joomlas global configuration. That setting lets you override the mailer settings on a per-email basis if you want to use an external mail service for that specific email.
