Can people also tag other people in posts without havinng connections enabled? I do not seem to be able to do that and I am trying to find out where exactly the problem is...
Yes and no. Yes, you can tag people but it will be in name only. So for example type "Tom" for the tag and press comma or press enter and select "Tom". This type of tag is in name only. It will not link to a users profile. You can only tag profiles you are connected with. This will change in a future release where the connection check can be toggle off and on in Tag streams.
