Duplicate New user sign up notification sent for an activated account...

I am having an issue with New User Sign Up Notifications randomly being sent for a user who has previously been activated. Any ideas on the cause? Some are records that have been activated several years prior to the sending of the notification.

CB Version: 2.4.5+build.2020.05.07.21.35.06.e8f8a6125

PHP Built On: Linux server
Database Type: mysql
Database Version: 5.5.5-10.1.44-MariaDB
PHP Version: 7.2.28

The new user activated notification sent to CB Moderators? Are you sure it's CBs email being sent? Can't think of any reason for that unless they became unconfirmed or unapproved then were confirmed or approved.

Are you toggling their confirmed or approved state in any way? This could be from backend or even an auto action configured in CB Auto Actions. Aside from that I can't think of any reason for it to be doing that. An action of some kind needs to be triggering it as that email is sent out by our activateUser function, which only executes for specific actions. If you discover any new information please do let us know.
