I've tried the same on your demo site. The same result. It seems your autoactions is bad configured too ;-)

Works perfectly fine on our demo site and on my test installs. I'm guessing whatever program you're using to edit the CSV is malforming the CSV. Export as XML and try that. For CSV the separator is comma and the escaped character is double quotes, which loads fine in LibreOffice. For LibreOffice set the separator to comma and for text delimiter set it to ". You need to also be sure the encoding when opening the CSV is set to UTF8 as Joomla and CB use UTF8.
