i wan use csv export and import users. how to change , with ; in the csv seperator?
and also can i import user with some of field not all field?

You can not change the separator. Columns are comma separated with double quote escaping (e.g. strings should be surrounded with " and if there is a " in the string it should be converted to ""). Export a user for example on how you should format imports. Yes, you can do partial imports as long as the core required fields exist.
