Using Google translate it says "A user has submitted an unlock request. Please log in and edit!", which is probably the below language string.

Key: UE_UNBANUSERREQUEST_MSG
String:
Code:
A user has submitted a request to unban their profile. Please log in and take the appropriate action.

Which means their profile was banned and they're submitting a request to have it unbanned. You should have a link in your CB Workflows module to check unban requests.

Thanks. That CB Workflows module is nowhere to be seen. The only CB module I am able to display in the front end is the "online" module. Or is the CB Workflows module in the back end?

You may not have created one. You can create one within Extensions > Modules or you can create a Joomla menu item with menu type Community Builder > Moderate Bans if you prefer to just have a menu link.
