Can you tell me why JiveGroup Event plugin is not working and does not bring an event form for user to fill an event

You'll need to be more specific as to what about it isn't working. Simply navigate to a GJ group that you're a member of and click the New Event button and fill out the event details there. This all works fine on our demo site below, which you can use as a baseline to compare how something should behave/look.
