Don't I already have those installed in order to have the overrides available to me?
CB comes with the Default Language (English) plugin build in. Seams you're trying to override the entire language plugin and instead should just install the necessary language plugin.

How would this allow me to avoid using overrides?
You don't have to avoid using overrides. You just need to avoid using 2000 of them. The language plugin would translate the majority of the strings for you. You'd then just override a few that may need overrides instead of every language string.
