Enable debug mode and maximum error reporting in Joomla global configuration then retry. If you're using SMTP it's likely a SSL certification issue.

Probably, but you need to enable debug mode and maximum error reporting then try to send an email from CB to see what error is being output exactly. It is very likely an SSL certificate issue.
