So how do I discover the MEDIA_ID_HERE from within the CB Gallery Comment Notification?

As the source object should be set you should be able to use [var2_id]. var2 for activity_onAfterCreateStreamComment is the source object for the comment. In this case for gallery comments it's the media object.
