To optimize the auto-actions a bit, I have excluded my 'superuser' user from my auto-actions, but when I use the debug, the user ID still appears and (fortunately) fails on one of the conditions.

Exclusions take affect after conditions. The order doesn't exactly make sense and will move it to happen first (before access and condition checks). The exclude users feature is to just exclude the specified user ids from executing the action behavior (e.g. field, query, etc..).
