Sorry for hijacking, silly question where is the latest CB Privacy 3.1.0 download located, as I can't seem to find it and I would like to upgrade to this version and gain this great addition to it's arsenal?

Maybe you need to upgrade latest version in CB Packager for Joomla! 3, actually it displays as latest version 2.1.0 and not 3.1.0

Good catch! I named the file wrong so package builder wasn't seeing the new releases. I've updated with the properly named file and package builder is seeing it now. Also update the older releases with wrong name so version selector sees the past versions properly too.
